— New program gives international creators festival credentials, a rights registry and a compliant route to the world’s largest short-video audience, with no onboarding fees and full ownership of their work
HONG KONG, Sept. 4, 2026 — The Hong Kong Artificial Intelligence International Film Festival Association on Friday launched the AI Film Creators Global Growth Program, a partnership scheme open to AI filmmakers worldwide that connects their work to the festival, the Hong Kong AI Film Market, the HKAIIFF INDEX registry and, through the ecosystem’s registered mainland operating partner, to audiences and buyers in China.
The program is operated by HKAIIFF MCN, the festival ecosystem’s creator partnership and operations arm. Applications are free, assessment results are returned within seven days, and the first cohort of partner creators will be announced in October.
“AI creators everywhere are facing the same problem: it has never been easier to make a film, and never harder to be found, trusted and paid,” association President JANUS said. “We built a festival that evaluates work, a market that trades it and an index that remembers it. This program puts those three pieces of infrastructure in the hands of creators wherever they are.”
The market most creators cannot reach alone
China is the largest short-video market in the world and one of the most active audiences for AI content. According to the China Internet Network Information Center, the country had 1.074 billion short-video users and 664 million micro-drama viewers at the end of 2025. Douyin, the Chinese sister platform of TikTok, reported more than 1.4 trillion views of science and technology content in 2025, a 105% rise in users interested in AI, and 17.5 million users publishing nearly 50 million AI-related posts.
That audience has been largely closed to creators outside China. Platform accounts require local identity verification, AI-generated content must carry mandatory labels, micro-dramas must be registered before release, and new rules that took effect Sept. 1 place multichannel networks under direct regulatory responsibility for the creators they represent. “For an international creator, China is not a market you can enter by uploading. It is a market you enter through a partner that is registered, accountable and already compliant,” JANUS said. “That is what the mainland operating entity in our ecosystem provides, and it is why we can offer distribution and licensing into China as a service rather than a promise.”
What the ecosystem has already delivered
The inaugural Hong Kong AI International Film Festival ran July 17-23. Each of its four sections required at least 51% AI participation in the creative process, and 19 honors were awarded across five tiers, with prizes paid in computing power. The association’s Global Impact Report 2026 puts the festival’s reach at 56 countries and territories on six continents, with a combined public reach across participating media outlets of more than 1.99 billion and more than 47 million baseline exposure opportunities.
The Hong Kong AI Film Market opened July 20. On Aug. 11 the association reported that first-batch partners had completed transactions covering 101 AI-native and related titles worth more than US$12 million, with distribution to television, streaming services, FAST channels, in-flight entertainment, hotel networks, museums and educational platforms. HKAIIFF INDEX records AI films, workflows, characters and worlds under the IXF metadata standard across 12 stages from creation to archiving, and is designed to be discoverable by both people and AI agents.
What international creators receive
Signed creators contract with the association’s Hong Kong entity and gain access to eight channels and services, four of which are aimed squarely at creators outside China. Distribution and licensing of finished work into the Chinese market is handled by the mainland operating partner under platform rules, including AI labeling and registration. Festival submission, screening and industry-event access come with a partner-creator credential; selection and honors remain with an independent jury. A Rights Cell dossier and an INDEX page give each title a verified record of authorship, materials, likeness and voice permissions, AI tools used and version history — the documentation that buyers, and increasingly AI-driven procurement systems, now require. And the film market provides a route into rights trading, pitching and financing, with worldwide distribution across TikTok, YouTube, broadcast and B2B channels, contracted title by title.
Two further services address rising costs and tightening platforms. An official-price channel gives partner creators access to mainstream AI video, image and audio tools at partner rates, paid by the creator and used at the creator’s discretion. And with YouTube doubling its Partner Program thresholds for new applicants on Feb. 1, 2027, the program offers a second market and a second revenue base for creators whose growth on Western platforms is slowing.
“Hong Kong sits between two systems. Its copyright law has an explicit rule for who owns computer-generated works, its contracts are enforceable in a common-law court, and it is a short flight from the region’s major production hubs,” JANUS said. “For an AI creator in Los Angeles, Lagos or Lisbon, that is the right place to hold your rights and the right place to sell them.”
Terms published before signing
The program charges no onboarding, qualification or mandatory training fees. Creators keep their accounts, the intellectual property they bring in and the works they complete independently during the partnership. Licensing is confirmed per title, by territory, medium, language and term; the program does not take perpetual worldwide exclusivity. The standard term is 12 months, with 30 days’ notice for exit and a 90-day tail on clients introduced by the agency. Each distribution, agency or rights-trading engagement is a separate agreement.
The association also states what it does not provide: no free credits, no traffic guarantees, no incubation. Festival selection, platform reach and commercial results depend on the jury, the platforms and the market. “We publish our rules first and our roster second,” JANUS said. “What we can promise is transparent terms, a monthly statement and a record that follows the creator anywhere.”
Who should apply
The program is open to four profiles: AI film and series creators; AI tool and industry reviewers; film critics and commentators; and creators of virtual characters and AI visual IP. Applicants are scored on creative quality, rights and compliance, consistency, professional voice, commercial fit and international potential. Traffic fraud, plagiarism, impersonation, unauthorized voice or likeness cloning and use of unlicensed film footage are disqualifying. Submissions for the 2027 festival will be announced shortly, and first-cohort creators will take part in the annual revision of the program’s rules.
