These activities involved publishing opinion pieces praising China’s policy framework as a scientifically-backed blueprint for global collaboration, thereby reframing the five-year plan from a domestic document to an international growth strategy.

The diplomatic campaign extended beyond media, involving bilateral governance outreach and diplomatic briefings with key figures in business and government sectors. The objective was to situate China as a stable partner compared to its competitors, particularly the United States, by aligning local development strategies with China’s plans. TAFI tracked over 30 such promotional efforts by Chinese ambassadors across the Pacific since October 2025, emphasizing the orchestrated guidance likely directed by China’s Ministry of Foreign Affairs.

Jonah Bock, TAFI’s assistant director for research and author of the report, emphasized that China’s strategy relies more on persuasion rather than coercion, a tactic chosen for its cost-effectiveness and ability to minimize resistance. Successfully persuading Pacific governments to adopt elements of China’s developmental model would help normalize such practices and foster greater cooperation willingly.

For instance, embassies in Fiji, the Federated States of Micronesia, and Tonga put forward communication highlighting China’s environmental achievements, while portrayals of non-protectionism were emphasized in embassies across Fiji and Papua New Guinea.
